Call for Quotations: Design of a Sustainable Financing Mechanism for Zambia’s Catch Up Programme

This is a call for quotations to appoint a consultant or consultancy team to assess the feasibility of and design a sustainable financing mechanism for Catch Up.

• Description: Catch Up is Zambia’s government-owned national programme for improving foundational literacy and numeracy, adapted from the Teaching at the Right Level (TaRL) approach. It was developed by the Ministry of Education with partners including Pratham, J-PAL, UNICEF, TaRL Africa and VVOB.

  To protect the quality of Catch Up beyond time-bound donor funding, VVOB is seeking a consultant or consultancy team to assess the feasibility of a sustainable financing mechanism, including an endowment, and to design it. Options include an endowment, trust, solidarity fund, blended finance or hybrid model. The assignment will involve close collaboration with the Ministry of Education and engagement with the Ministries of Finance and Justice, philanthropic organisations, financial institutions and other stakeholders.
